Support	We improved the pdpExtractAchPaymentsJob to log a message and take cancel reissue on a payment if while a payment is in PACH (Pending ACH) status, the associated Payee ACH Account is inactivated. Product Development	We changed the code that determines when benefits encumbrances should be created. Previously, the code was checking to see if the Encumbrance Update code was set to R or D to determine if a transaction was an encumbrance. Now the code will check the Balance Type. If the Balance Type code is an encumbrance balance type and parameter GENERATE_FRINGE_BENEFIT_ENCUMBRANCE_IND = Y, benefit encumbrance entries will be created.	Improvement	FINP-10318
