Services	Changes to cost reimbursable Contracts & Grants Invoices to reflect prior scheduled invoices	We updated the Invoice Details tab of cost reimbursable Contracts & Grants Invoices to reflect prior scheduled invoices (milestone and predetermined billing). This will allow cost reimbursable invoices to take prior scheduled invoices into consideration so that the invoice total reflects the remaining expenses to be billed. Note, that if the invoice total is negative, that invoice should be cancelled instead of processed. We will be adding a restriction to not allow negative Contracts & Grants Invoices. General Support	Permissions cannot be assigned to the derived Funds Manager role	We removed unnecessary qualifications from the Funds Manager role so that non-qualified permissions can be added, similar to the derived Fiscal Officer role.	Bug	FINP-4170
