Lookup Refactor - Nested	Simple nested lookups have been updated to the refactored framework	The following nested look ups have been updated to the refactored framework: Message Of The Day, Security Definition and Purchase Order Quote List. To support the conversion, the Contract Manager drop down on the Purchase Order Quote List has been changed to a text field. NOTE: In this release, the refactored Security Definition lookup active/inactive toggle is a text box and the Attribute ID drop down is missing a blank value. These items were fixed with FINP-5300 in the 5/23/19 release.	Improvement	FINP-5094
Product Development	Clean up errors and warnings in the Pre-Disbursement Processor packages	We did some clean up in the Pre-Disbursement Processor packages to reduce the number of warnings and errors.	Improvement	FINP-4464
Rice Dependencies	Reimplement State in Kuali Financials	State lookup has been added to Kuali Financials. The Lookup is using the refactored lookup and is not currently wired into any of the documents that use State. It can only be accessed from a URL and the document type has not yet been ingested. Support	The building field in the capital asset tab is editable after submit	The building field is read only after Requisitions with capital asset information is submitted and when it's opened by users who cannot edit the document.	Bug	FINP-5123
